I think that quote has two meanings or two conclusions and to explain it better I will separate it into two parts:
“If man should not raise his vibratory rate within a set period of time, severe earth changes and cataclysms will take place”.
First of all, Ra mentions, like the Bible, that people in ancient times used to live 900 years and that the maximum life span gradually decreased to what we have today, this is due, according to what I understand, to the fact that the vibrational frequency of every human being on Earth began to turn negative polarity, wars began, division, diseases, crime, injustice, etc. Or what the Bible would say “the world became filled with sin.” Ra mentions that the vibrational frequency of each entity affects and impacts the vibrational frequency of the planet, and vice versa, this generates two things, the first is that humanity has decreased its life span on Earth and the second is that the Earth begins to generate earthquakes, tsunamis, volcanic eruptions, hurricanes, etc.

Sometimes I even have that little hilarious vision that we, humans are like red ants ( Forgive me red ants by the way ). and Earth will have this urge to just shake us and get rid of this such irrespecutful visitor. lol and I then start to think, this poor Gaia the things she has to endure from us..
