For the life of me, I can’t find the transcripts pertaining to these two changes during the harvest. Maybe I’m mixing up Ra and Q’uo or some other confederation member but I distinctly remember reading about such things somewhere in the literature.

Last quote I found that you might link to population decline but in fact states that Earth will not be temporarily habitable once the transfer from 3 D to 4 is fully activated and then would need a new birthing process for entities,

here is a small intuitive feeling I have, which is of course just personal so not to be taken as anything substantial,
I , again personally, do not think a catastrophic catalyst will create great decline or more, of entities still on Earth by then. Just IMO
